Here is a simple explanation of luring and ks which are legal now.
Luring and KS'ing (kill stealing) are not bannable offenses unless someone is singling you out and follows you from spot to spot and from subserver to subserver. If that's the case, get sufficient evidence to proof harassment and report them. If it's not, then all you can do is ask in the forums if someone will take care of the meanie for you and to warn others about this person. This thread is meant to help you distinguish between harassment and simple annoyance, using quotes from the people that actually judge the reports.
