Pets have two types of skills: commands (social actions) and active skills. Both dragons and horses have access to the same skills until they are trained into a mount. Mount skills are more unique to the type of pet.

Then the P2 pet skills are like a character skills. You go to the Animal trainer and click pet training. You are able to see the skills for that Pet's stage. Also, you will see how many levels for that type of skill.

Commands are the pet equivalent of emotes or social actions. They serve no real purpose in the game otherLast Chaos Pet Skills than to make you feel that pets are quite possibly the most adorable things you have ever seen. Active skills for pets are passive. They do not need to be activated to take effect. While your pet is equipped, you will receive bonuses for the skill(s) that your pet has. Mount skills differ according to pet. Both dragons and Knightmares have passive and active skills. Sadly, mounts do not have any command skills. Dragon mount skills are very offensive while Knightmare skills are defensive.

Again, P2 pets, those not dragon or horse, have active and passive skills. While a P2 pet is equipped a horse or dragon, can not also be equipped. The P2 pet skills are varied and you can soon learn to use their skills to your advantage.

Pet skills can be purchased from the Animal Trainer NPC in any town. Command Skills are completely free while active skills need to be purchased using your pet's technical points and/or required books.
