The highest you can make is L3. Then to make it with the stuff you buy from the NPC is mighty hard.
The L4 and L5 gems can only come from events, the loot wheel and loot forge whenever they put them on.

Also, to get a L3, you have to really go buy higher pots (aka, more money for AERIA) if you really want a L3 jewel.

Buying the L2 jewels is cheap. But after countless trying. I find that in the long run you can make your money back. Making them and selling them. I sell mine for half or less of what other people sell them for.

So the highest you can make is a L3, and the other two levels require luck on winning or ap to try and win one.
